DIRECTOR PROJECTS & TECHNICAL – PACIFIC CEMENT LIMITED

The Company is now looking for an experienced leader to join as Director Projects & Technical and suitable candidates are invited to apply.

About the successful incumbent and the position

The Director Projects & Technical will be responsible for the overall project management of the designing, planning, construction and commissioning of the new cement manufacturing plant. The successful candidate must have a similar professional background in successfully delivering cement factory transformation with an excellent reputation in stakeholder management, sound commercial judgment and leading the business through significant changes and projects. This role will report directly to the Group Chief Executive Officer –FHL and Project Committee.

Some of the key responsibilities of the role will include:

  • Lead and facilitate the design of a multi-year Master Plan and related Project Plans for constructing and commissioning a new cement plant. This includes overseeing detailed engineering design, collaborating with stakeholders, evaluating legal requirements, design units based on PCL strategies, review and analyze financial viability and return on investment.
  • Lead the upgrade process for the current cement plant and develop key project goals and key results for both internal units and project vendors
  • Lead the integration of the cement plant to PCL’s enterprise software, ensuring alignment with existing and future systems.
  • Responsible for the successful and effective development, reviews, reporting and documentation of project plans, schedules, and specifications, commenting on building design, scheduling, cost-saving measures, and p30otential construction problems. 
  • Drives the development and implementation of the Project Charter and related Governance Framework.
  • Accountable for financial management of projects by monitoring costs, evaluating risks, preparing budgets, managing invoices, and forecasting of monthly costs,
  • Responsible for the design of project teams and sequence project priorities to achieve targeted strategic results.
  • Responsible for proactive conflict resolution, managing key processes for project risk assessment and designing mitigation plans to address stakeholder concerns.
  • Provides reporting and monitoring progress of approved Project Strategy & Plans to key stakeholders including staff, Board and FHL Leadership Team.
  • Drives and contributes to the development and execution of Talent, Reward, Culture and Organizational Development plans to meet outcomes on improved and sustainable business performance.
  • Oversee the compliance of projects against Company Policies, relevant regulation and statutory guidelines, safety standards and Project processes to sustain and effective project control and assurance environment.

TO BE CONSIDERED, YOU MUST MEET THE FOLLOWING REQUIREMENTS:

  • More than 15 years of successful experience in a similar role from a manufacturing and construction industry.
  • Excellent project and leadership experience with a history of success in project management, best-in-class manufacturing engineering, construction of complex commercial buildings.
  • Excellent knowledge and thought leadership in build and design of manufacturing plants, project management and cement manufacturing.
  • Excellent transformational and change leadership in delivering both people and business targeted outcomes within targeted timeframes.
  • Highly conversant in Fiji’s building laws, relevant Health & Safety requirements, environmental laws and related statutory obligations to successful construct an operational cement mill. 
  • Demonstrate technical expertise with construction management software and modern construction technologies. 
  • Successful performance history in project budget reviews and translating goals, strategic priorities and project plans into business key results.
  • Must have advanced and cohesive communication skills to engage wide range of internal & external stakeholders with strategic critical thinking processes.
  • Tertiary qualifications in Civil Engineering and Project Management Certifications are highly advantageous.
