HEAD OF OPERATIONS (HOP)
The Head of Operations (HOP) is a critical senior leadership role, with full accountability for end‑to‑end factory operations, engineering, production, and quality. This role is central to driving PCL’s Factory Transformation Agenda, operational modernization, and strategic growth journey toward 2027 and beyond.
As the operational backbone of PCL, the HOP leads a multidisciplinary team covering milling to bagging and dispatch, mechanical and electrical engineering, and laboratory/compliance functions — ensuring safe, reliable, and world‑class operations. The role reports directly to the Chief Executive Officer.
SOME OF THE KEY RESPONSIBILITIES OF THE ROLE WILL INCLUDE:
- Lead PCL’s Factory Operational Transformation & Modernisation Program, driving major improvement initiatives, digital enablement, automation, and readiness for commissioning of the new cement mill.
- Oversee Factory Operations functions—Production, Milling, Bagging & Dispatch, Engineering (Mechanical & Electrical), and Laboratory/Compliance—ensuring seamless, end‑to‑end operational delivery.
- Shape long‑term operational strategy, aligning production capacity, plant reliability, workforce structure, and resource planning with business growth and market demand.
- Strengthen Reliability, Maintenance & Asset Governance, ensuring full execution of preventive, corrective, and predictive maintenance systems that minimise downtime and extend asset life.
- Drive operational excellence through process optimisation, standardisation, waste reduction, energy efficiency, and continuous improvement methodologies.
- Embed a strong governance framework, ensuring 100% compliance with all regulatory, statutory, safety, environmental, and quality assurance standards including IANZ laboratory accreditation.
- Lead strategic business continuity planning, ensuring resilient plant operations, reliable supply commitments, and proactive risk mitigation across production and engineering functions.
- Provide insights to the CEO and Board, delivering strategic reports on performance, risk, transformation progress, quality, production efficiency, and capital priorities.
- Strengthen organisational capability & leadership pipeline, including succession planning for critical operational and engineering roles, talent development, and competency uplift.
- Champion culture transformation, promoting accountability, collaboration, safety, operational discipline, and values‑based leadership across all factory teams.
- Oversee annual operational budgeting & financial stewardship, ensuring cost optimisation, responsible CAPEX planning, and alignment of expenditure with strategic priorities.
- Champion safety, environment & quality culture, ensuring a zero tolerance stance on non-compliance and embedding a best practice operating environment throughout the plant.
TO BE CONSIDERED, YOU MUST MEET THE FOLLOWING REQUIREMENTS:
- Bachelor’s degree in mechanical engineering, Process Engineering, Operational Management, or related field; advanced technical or project management certifications are an advantage.
- Minimum 5 years senior‑level operational leadership in a manufacturing or industrial environment, with demonstrated experience leading transformation, production systems, and complex engineering operations.
- Strong commercial, analytical, and strategic planning capability; proven ability to lead multifunctional teams and large‑scale change programs.
- Deep knowledge of maintenance governance, compliance, safety regulations, and quality systems within industrial operations.
